Village mapping
We walk the cluster with the panchayat, count out-of-school children and identify an unused public building.

Community agreement
A written commitment from the village education committee on space, safety and attendance before a rupee is spent.

Facilitator training
A local youth — usually a woman from the same village — completes 80 hours of foundational literacy training.

Centre opening
Repairs, mother-tongue learning kits, a nutrition tie-up and a baseline assessment on day one.

Quarterly public review
Assessment scores and spending are published to the donor dashboard and read aloud at a village meeting.
